This film, a history of Washington, D.C., was commissioned by the Capitol Historic Society, for the bi-centennial celebrations. Richter was the Treatment Writer for the production, which was made under a contract with Francis Thompson, Inc. The film went on to be one of the five 1976 nominees for an Academy Award for best documentary short.
